SYSTRA is an established leader in the application of industry standard processes, and hardware and software for command and control systems.  From small-scale, computer-based CTC machines and SCADA development projects, to the largest ATS systems in the industry, SYSTRA is a leader in comprehensive requirements development and management, and system development, testing, and commissioning.  SYSTRA has been working with New York City Transit for a decade in support of the agency’s goals for centralized service management of the largest transit system in North America.  When completed, the ATS system will provide real-time train monitoring and control tunnel ventilation of New York City Transit’s more than 6,000 daily trains which move over 4 million customers.  Through such experience, SYSTRA’s professional team has a solid understanding of the operational needs of transit authorities and routinely incorporates design considerations into projects including effective construction staging plans to facilitate uninterrupted service.

LIRR Jamaica Central Control
New York, New York


SYSTRA designed a control center to control the entire Long Island Rail Road, the busiest commuter railroad in the country. The control theater includes more than 30 workstations, each equipped with four flat panel screens for train control and an integrated communications switch. The theater also includes 42 large overview screens to display the entire LIRR. The effort by SYSTRA included development of a service plan, including staffing and organization, description of functionality required and degree of automation, required user productivity tools, requirements for installation and coordination, maintenance planning, emergency preparedness, and long-term evolution of the system. Of special concern was the difficulty in interfacing to the variety of information systems that currently exist on the LIRR. Efforts were made to describe in detail the following systems to insure consistent and smoothly functioning interfaces: Extensive communications facilities, Automatic Vehicle Identification (AVI) equipment, Public Address/Customer Information Systems, a Train Information Management and Control System (TIMACS), Communications Based Train Control (CBTC) Systems, Supervisory Control and Data Acquisition (SCADA) for power, a Rolling Stock Maintenance System (RSMS), a Resource Process Control System (RPCS) for train crew management, a Consist/Cycle System for vehicle status, Delay Analysis reports, a TIDBIT scheduling system (for the creation of train schedules), LIRR LAN/WAN, and a Penn Station Central Control.

Human factors studies were performed to ensure a proper working environment in the control center. Coordination was performed with designers of the building structure and interior furnishing. An electromagnetic compatibility study ensured that there are no adverse influences that would compromise the system. Provision was made for a backup control center to duplicate its functionality in the event of catastrophic failure or building evacuation. A method of procurement was established in accordance with Federal Transit Administration requirements to ensure acquisition of a computer system that met the complex needs of the project, without compromising quality. An implementation plan was created to gradually phase in the central control system over a period of years in accordance with the LIRR Signal Strategy, which described the capital program that accomplishes equivalent improvements in the field locations. This project required complicated coordination between various LIRR departments, and SYSTRA ensured that the varying needs of the different departments were met.
