SYSTRA construction managers, resident engineers, and inspectors are familiar with the specifications and operation of equipment for rail and transit maintenance facilities, all types of track construction (conventional, concrete, direct fixation), stations, signaling, traction power, and communication systems giving us unique qualifications in the inspection, testing, and equipment start-up requirements of construction management.

Amtrak Stimulus Program Management
Nationwide


Amtrak sought to hire a nationally recognized and experienced team of professionals to identify the Basis of Design’s (BOD’s) for its comprehensive station improvements program. As part of this nationwide program, Amtrak targeted over 200 stations that would address barrier free improvements including; the addition of wheelchair lifts and enclosures and select sidewalk paving to provide “barrier free” access between streets, parking areas or other ground transportation, and the trackside location at large number of stations with limited or no accessibility. SYSTRA provided the Construction Management (CM) for most of these stations and mobilized quickly and efficiently to ensure that all of the station improvements were accomplished in a single construction season.

Of the 481 total stations requiring full ADA compliance by the legislated deadline, all but approximately 200 currently had a “barrier free” designation. The final goal of the project was to complete the Mobility First effort to achieve “barrier free” access while the overall program for full ADA compliance was simultaneously pursued.The value of the program, which consisted of hundreds of projects that covered a myriad of engineering disciplines, was an estimated $700 million.

SYSTRA was commissioned by Jacobs Engineering to begin work on this 18-month federally-funded ARRA contract in 2009. As a major subconsultant on the contract, SYSTRA provided program management services in support of this effort. In addition, SYSTRA’s role included providing preliminary engineering to develop bridging documents that are to be used by Jacobs’s procurement department to solicit and retain Design-Build Contractors to perform a variety of work at over 200 stations. The bridging documents include State of Good Repair (SGR), ADA, and other station improvements as required.

SYSTRA was actively involved in providing the follwing services throughout the duration of the contract:

• Program management services for the design and construction of various ARRA & Non-ARRA projects across the nationwide Amtrak system.
• Preliminary engineering design services for Amtrak Mobility First stations and shelter stations, and SOGR and ADA station improvements.
• Construction management services for Amtrak stations and facilities nationwide.
